Board Chair Lynn Pickard convened the meeting at 5:30 and stated that there were a lot of items on the agenda so she was beginning right on time. There were also items to be added to the agenda that was sent earlier to all people on the TVCA email list. Present were Board Members Lynn Pickard, Christi Clancy, Margo Cutler, Jim Coogan, Jacob Clemens, Jack Lippincott, David Dougherty, and Bernadette Romero Jaramillo. Jerry Barron sent Lynn a report and gave his proxy to David. Also present were John McCrory, Cathie Sullivan, Andy Gomm, Debra Stark, Jesse Thomas, Valerie Pijoan, Frank Morbillo, Rusty Day, Bradley Barnes, Patrick Bateman, Jan Wisniewsky, Jamie Gagan, Kerry Mitchell, Joanna Angie, Anne Milliken, and County Commissioner Justin Greene.
County Commissioner’s Update
•Justin Greene reported on a successful acquisition and grant proposal for the Rio En Medio open space expansion, which required an expedited hearing process that he was able to push through COLTPAC (the County’s open land, trails, and parks advisory committee) and the Board of County Commissioners.
•He also reported on an unpermitted wall located approximately 50 feet north of the meeting site that has been red-tagged and requires engineering review after failing and being rebuilt multiple times without proper permits.
•He finally reported that a state appropriation for a waste hauling vehicle at Bishop’s Lodge is in process with the goal to have it operational by October or November to assist when water trucking needs increase. However, the Bishop’s Lodge litigation is in mediation.
•At the end of the meeting, he announced upcoming town hall meetings regarding the Aamodt settlement and reporting on the status of the water project on Wednesday, October 14, at Pojoaque Middle School and Friday, October 16, in Tesuque.
Minutes, Financial Report, Website, Event Planning and Firewise Report
•Lynn indicated that the minutes of a July board meeting on Zoom had been approved by email, and that the minutes of the May community meeting would need to wait till the
next community meeting to be approved. She noted that these minutes had not yet been posted on the website and that they should have been.
•Jack provided the treasurer’s report, noting a checking account balance of $3,917.36 with no activity since May 31, though some dues paid via PayPal not through the website have not yet been reconciled. This problem also needs to be addressed.
•The community barbecue is scheduled for Saturday, October 3, from 3:00 PM to 6:00 PM at the Tesuque Fire Station, with food donations expected from Bishop’s Lodge and Four Seasons and requests to Tesuque Village Market and Four Seasons still pending.
•Margo, John, Christi, and Jack volunteered to assist Rachel White with the barbecue setup at 2:00 PM and cleanup at 6:00 PM.
•Rachel, who could not attend the meeting, reported on Firewise efforts: A wildfire risk assessment and mitigation was completed at one property thanks to a Forest Stewards Guild grant, and a site visit/demonstration of this project will be planned for later this fall; the annual Firewise report deadline for property owners is November 1, and Rachel will send out reminders beginning in October; people are requested to report all time and money spent on leaf raking, roof cleaning, pruning, and yard cleaning.
•Margo and Rachel attended a Greater Santa Fe Fireshed community meeting and learned about the simtable tool, a way to model fire management. Chris of Chris’s Tree Service provided an insight that connecting spaces between properties, such as arroyos and trails, might present the greatest fire-spread risk, and that people were doing well at cleaning up their own properties.
•Along the lines of fire, the fire cameras that the community contributed to detected a fire nearby in the forest in the past week, and due to such early detection, the fire appeared to be extinguished the same day.
•Lynn reported that the Tesuque community raised around $24,000 for the Food Depot’s fundraiser this year, which greatly exceeded last year’s $7,000 and even exceeded the prior year’s high of around $20,000.
Water Quality and Septic Education
•Rusty provided an update on the Protect Tesuque appeal regarding Bishop’s Lodge. It is in the Court of Appeals. He also handed out a graph and reported that 46 out of 52 effluent samples over six years were non-compliant, leading to large amounts of cumulative nitrate contamination in the groundwater. The monitoring wells now show contamination. He bemoaned the lack of significant oversight by the NMED, which he characterized as doing nothing. He repeated his contentions about what law applied and
how the Bishop’s Lodge system is undersized and otherwise out of compliance and unsafe.
•The board had previously approved a flyer that Cathie and a few others had compiled. The newest iteration of the flyer indicates that it comes from both Protect Tesuque and the TVCA. The community association approved up to $500 for the printing and mailing of the safe septic educational flyer to be sent to roughly 1,000 addresses in the 87574 and 87506 zip codes.
•Cathy is collecting street addresses for the 87506 area to identify specific mail carriers and limit the mailing to Tesuque residents rather than the entire zip code. Specific street addresses that were given at the meeting were 1328 Bishops Lodge Road, 41 Big Tesuque Canyon, and 4 Three Rock Road.
Land Use, Traffic Study, Road Clean Up, and School Partnerships
•There are no county planning updates.
•The Land Use committee reviewed a conditional use permit for an accessory dwelling unit (ADU) at 5 Oso Court and found no issues; a similar meeting for a property on Bauer Road is scheduled for the coming week.
•Andy Gomm from the Tesuque Elementary PTA requested community volunteers for a silent auction committee and a basketball coach for the after-school program, as well as requested interest in community members becoming active in the PTA. He also thanked community members for their $5,000 contribution last year to enable the purchase of hoodies for the students and stated that they would like to get beanie hats this year and maybe books.
•Bernadette, Joanna, and Kerry will lead the holiday gift box initiative for local school families this year, taking over the project from Jamie and Annie Laurie Coogan.
•Lynn repeated that no one had volunteered to serve on or lead a traffic safety committee, so she will continue to advocate with the County on a few of the matters in the Tesuque Roads Safety Study (better maintenance after storms, speed feedback cameras, road striping, etc.).
•Jerry will start the road clean-up effort as he had in the past in the spring. He had noted that someone was doing this clean up on their own. It may have been Joanna, who stated that she has been cleaning up in front of the Trailer Village and up the road to the Four Seasons. She suggested that everyone should clean up in front of their properties and also their neighbors’.
Board Governance and Future Meetings
•Jesse Thomas, the property manager for the old Shidoni property, offered the gallery space as a new location for future meetings to avoid the costs and bureaucracy associated with using school facilities.
•Christi proposed changing board terms to three-year staggered terms, electing three members per year, to improve continuity and reduce disruption. This would require a bylaw change.
•The board discussed a potential bylaw change that would require members to pay dues or volunteer in order to be eligible to vote in elections. Both of these changes will be proposed at a community meeting to be held before the December 7 scheduled meeting inasmuch as bylaw changes need to be presented at one community meeting and then voted on at another meeting.
Future Action Items
•Jack to meet with Jerry to learn how to access and track PayPal dues.
•Jack and Christi to coordinate on tracking recent dues payments this week.
•Christi to check her website access to help upload meeting minutes and the septic brochure.
